Findings and penalties under the Clergy Discipline Measure

Notices of findings and penalties given to clergy in the Diocese of Oxford under the CDM.

In accordance with guidance issued by the Clergy Discipline Commission a Register of Penalties imposed by the Diocesan and Area Bishops in cases where there has been no Tribunal is published here.

Our policy is to remove notices of findings and penalties given to clergy in the Diocese of Oxford one year after the period of prohibition has ended. Where a rebuke has been given, this will be shown on the site for 12 months following the date of rebuke and then removed. 

Records of Tribunal decisions can be accessed on the Church of England website and guidance on penalties is published by the Clergy Discipline Commission.

Register of Penalties under CDM in the Diocese of Oxford

The Revd George Victor Richard Howard

March 2021: Penalty under Section 30 of the Clergy Discipline Measure

In September 2020, the Diocese of Oxford was advised that the Revd George Victor Richard Howard had been included in a barred list established in accordance with the Safeguarding Vulnerable Groups Act 2006. He was immediately suspended by the diocese.

The Revd Howard refused to disclose reasons for his inclusion, contrary to section 34A of the Clergy Discipline Measure 2003. Having followed the statutory process for these cases, the Bishop of Oxford imposed a penalty of removal from office and a lifelong prohibition from holding any ecclesiastical office whatsoever or from exercising any of the functions of his Holy Orders.
